Heating and insulation grants
Heating grants are made available through the Government’s Energy Company Obligation. ECO4 is the fourth phase of the scheme and is due to start on 1 April 2022.
The Government is currently consulting on changes to the eligibility criteria for ECO4. They are proposing to remove the current rule that all households including someone claiming a disability benefit meet the eligibility rules. After April 2022 you will need to be in receipt of another benefit to qualify (see list below).

Benefits being removed from eligibility under ECO4
The benefits being removed from automatic eligibility in April 2022 are:
- Armed Forces Independence Payment
- Attendance Allowance
- Carer’s Allowance
- Constant Attendance Allowance
- Disability Living Allowance
- Industrial Injuries Disablement Benefit
- Personal Independence Payment
- Severe Disablement Allowance
- War Pensions Mobility Supplement
Benefits that are eligible for heating grants under ECO4
The benefits that are eligibile for the ECO scheme from April 2022 are:
- Income based Jobseekers allowance
- Income related Employment & Support Allowance
- Income Support
- Pension Credit
- Housing Benefit
- Working Tax Credit
- Child Tax Credit
- Universal Credit
You also qualify if you claim Child Benefit and have an income below a threshold. The amount varies with the number of children you have - see income rules for Child Benefit detailed here.
Apply for a grant
To receive an ECO grant, a registered installer will need to survey your home to check you meet all the necessary criteria. They'll double check what benefits you receive and confirm your status (whether you're a private tenant or own your own home). You will also be asked about energy efficiency in your home and possibly details about your EPC.
